Background

Wetlands International is a global network organisation with 20 offices that share the name and brand ‘Wetlands International’ and implement a joint ‘Strategic Intent’. The organisation has its global office in Ede-Wageningen (Netherlands). Wetlands International works globally, regionally and nationally toward the conservation and wise use of wetlands to benefit biodiversity and human well-being. It is the only global NGO dedicated to the conservation and wise use of wetlands.

Wetlands International in the Eastern Africa region currently has operations in Kenya, Ethiopia, Tanzania, Uganda and South Sudan.  Operations are expanding and are expected to continue to grow in the coming years. Wetlands International Eastern Africa office has responsibility for: sub-regional partnerships; communications; network development and nurturing; resources development; programme and project development, execution and reporting; human resources management; and country operations.

Wetlands International Eastern Africa is seeking a Project Manager for the Eastern African Wetland Initiative (EAWi) which will be implemented for 3 years (2021 to 2024). The aim of the Initiative is that government agencies, civil society and community groups jointly safeguard and restore wetlands of the Rift Valley and Mangrove eco-regions. The project has 4 major components: Knowledge Generation; Capacity Building and Institutional Development; Actions on the Ground; and Policy. The project will work with different Wetlands International offices with partners at national, regional and global level.

The Project Manager will take a holistic view of the EAWi in the two eco-regions and be responsible for the development, implementation and reporting for the project. The successful candidate will therefore be an experienced manager of complex international and cross-sector programmes/ projects in the field of natural resources management, environment, sustainable development or agriculture. The candidate will be an excellent communicator driven by results in environmental conservation and sustainable development, with an ability to connect science, policy and practice. The Project Manager will work closely with two Eco-region Leads.

This position is contingent upon the successful award of this contract

Responsibilities:

  1. Manage and coordinate day-to-day activities related to the project:
  • guide project implementation;
  • ensure appropriate reporting format, quality and content and timely delivery of reports to donors, partners and other stakeholders; ensure coherence between technical and financial reporting;
  • establish effective monitoring, information sharing and reporting systems;
  • facilitate and coordinate the EAWi partnership;
  • ensure effective communication and coordination between all country and field offices;
  1. Guide and facilitate strategies and measures to achieve uptake of project findings into policy and strategic planning processes across countries and eco-regions;
  2. Ensure linkage of the EAWi to ongoing and new initiatives within and outside the organisation and to two-way learning;
  3. Facilitate proactive changes to strategic plans to take account of emerging opportunities and risks;
  4. Promote cross-regional collaboration and learning opportunities;
  5. Perform other tasks reasonably related to his or her work as assigned by the Regional Director;
  6. Ensure development and extension of EAWi through resource development; works closely with other staff in writing proposals, meeting with existing and potential donors;
  7. Carry out other relevant task assigned by and mutually agreed with the line manager.

 

Required qualifications

 Education

An Advanced University Degree (Masters) in the field of Natural Resources Management, Conservation, Environmental Sciences or other related fields.

Professional Experience

  • At least 8 to 10 years experience in developing and implementing complex, large scale programmes/ projects in a field relevant to sustainable development, environment and natural resource management;
  • Proven track record of managing donor funded programmes/projects, budget management, reporting and resource mobilisation;
  • Extensive experience in negotiating, influencing and communicating with donors, multi-level counterparts and relevant stakeholders;
  • Demonstrated knowledge and experience in aligning strategy and approaches to achieve results and maximise impact;
  • Ability to work independently as part of multi-cultural teams in an international environment;
  • Proven track record in a senior management position in the NGO sector in Eastern Africa;

Competencies/Skills

  • Strong leadership skills and demonstrated ability in team management and collaboration;
  • Excellent verbal and communication skills; good command of Amharic and/or Swahili an added advantage
  • Very good analysis and reporting methods and techniques

Consultancy: Market and Value Chain Study

TERMS OF REFERENCE

Project Title: Strengthening Marine Protected Areas Management in Rufiji, Mafia and Kilwa District in Tanzania

Location: Rufiji Delta, Tanzania

Duration: 30 days

Objective: Conduct a market and value chain study on major mangrove and non-mangrove product livelihood diversification in Rufiji Delta, Tanzania

1     Background

Wetlands International is a global not-for-profit organisation dedicated to the conservation and restoration of wetlands. This is accomplished through the implementation of landscape approach towards conservation, connecting technical knowledge, policy dialogue and action on the ground, and catalysing the activities of diverse actors working towards empowering the communities we work with.

With financial support from the Blue Action Fund, Wetlands International Eastern Africa is implementing a project on ‘Strengthening Marine Protected Areas Management in Rufiji, Mafia and Kilwa District in Tanzania’.

The main objective of the programme is to support long-term conservation of ecological integrity, resilience and biological productivity of the Rufiji – Mafia – Kilwa (RUMAKI) Seascape as an internationally important biodiversity hotspot supporting the livelihoods of natural resource dependent communities. This is achieved under four work packages: Work Package 1: The Mafia Island Marine Park; Work Package 2: Rufij-Mafia-Kilwa Man & Biosphere Reserve; Work Package 3: Collaborative Fisheries Management Areas; and Work Package 4: Rufiji Delta Mangrove Forest Reserve. This consultancy assignment is part of Work Package 4.

The programme works with mangrove adjacent community groups as well as Village Natural Resources Committees (VNRCs) which is the principal body concerned with the management of the Village Forest Management Area in Tanzania. Together, several sustainable livelihood activities have been identified for support towards income diversification. These include apiculture, chicken rearing, tie and dye, artisanal fisheries and basketry. In this phase, the programme intends to support productivity, as well as enhance processing, value addition and marketing of these, as well as other mangrove and non-mangrove related products.

2      Objective of the Assignment

Wetlands International is seeking a competent and qualified consultant to conduct a market and value chain study on major mangrove and non-mangrove product livelihood diversification in Rufiji Delta, Tanzania.

Specifically, the study will:

  1. Examine the production and marketing of the key mangrove and non-mangrove products in Rufiji Delta and provide recommendations on how to strengthen the sub-sectors for enhanced productivity and income diversification;
  2. Identify the primary actors, their numbers, key functions and entry points, the supply chain, operational challenges and potential interventions;
  3. Analyse and indicate price changes along the value chain, as well as the margins, market share, sub-products and transactions along the value chain; and
  4. Identify constraints that limit market expansion and opportunities for improvement and expansion;
  5. Evaluate social aspects that may be barriers or opportunities for transformation such as participation and governance issues; and
  6. Suggest improvements in the value chain system to ensure direct linkages of the community groups with markets and increased income from their products.

3.    Scope and Deliverables

The consultancy will cover 6 villages in Kibiti District with a focus on the Rufiji Delta with the following deliverables:

  • An inception report (maximum 5 pages) outlining the approach/methodology and work plan. This report shall be submitted for review and approval by the programme team;
  • Data collection tools/procedures – submitted with the inception report for review and approval by the programme team;
  • Draft report with key findings and recommendations;
  • Present preliminary findings in a stakeholder validation workshop to share and collect; and
  • Present final report compiling key issues identified from stakeholder workshop (include at least 10 high quality photos from the field assessments).

4.     Timeframe

The duration of this assignment is not more than 30 working days starting from 1 May, 2021. The engagement will be distributed to feature the various deliverables highlighted in section 3.0

5.      Qualifications

  • At least a Master’s degree in Agricultural or Forest Economics, or social science.
  • At least 10 years of practical experience in the field of agriculture, forestry and rural development.
  • Experience in the development of enterprise support institutions with good understanding of local value chain development and market analysis.
  • Highly refined analytical, problem-solving and organisational skills.
  • Knowledge of the Tanzanian context and experience working with Coastal communities.
  • Fluent spoken and written English and Swahili.
  • Good communication and interpersonal skills with proven abilities to compile views of different partners.
  • Demonstrated skills in using participatory tools and methodology.

  • Detailed outline of costs per output, with any financial risk highlighted.
  • Currency used should be Tanzanian Shillings and should be inclusive of all relevant taxes.

Consultancy: Monitoring and Evaluation Training

Project Title: Mangrove Capital Africa

Objective: Facilitate a Monitoring and Evaluation Training

1.     Background

Wetlands International is a global not-for-profit organisation dedicated to the conservation and restoration of wetlands. This is accomplished through the implementation of landscape approaches towards conservation, connecting technical knowledge, policy dialogue and action on the ground, and catalysing the activities of diverse actors working towards empowering the communities we work with.

With financial support from DOB Ecology, Wetlands International is implementing Mangrove Capital Africa, which is a continental programme with the vision to conserve and restore 1 million hectares of mangroves, to the benefit of nature and 2 million people in Africa. In Eastern Africa, the programme is implemented in Rufiji Delta, Tanzania.

The ambitious targets set by the programme can only be achieved through a strategic approach that entails long term planning, thorough problem analysis from site level to continental level, working with a variety of partners, and innovative financing.

Now in the fourth year of implementation, one of the fundamental questions is how to make the most of the interventions carried out in order to achieve the expected objectives. Monitoring and Evaluation is recognised as an instrument for the efficient and effective management of programme implementation processes, and is a means of supporting the programme team’s continuous learning. This instrument should be integrated into the organisational procedures of the programme. As a response, Wetlands International is seeking a qualified consultant to facilitate a training on Monitoring and Evaluation for its staff.

2.     Purpose and Objectives

The purpose of the Monitoring and Evaluation (M&E) training is to provide an informative learning event where staff can:

  1. Improve their understanding of M&E concepts, enabling them to manage and participate in the assessment of programme performance;
  2. Reflect on the harmonisation of evaluation methods and processes in the programme;
  3. Define actions and work for the organisation of the monitoring and evaluation function; and
  4. Create a shared understanding of how to measure impact through use of practical approaches to improve the use of M&E data in programmes decision making.

3.    Target group

Wetlands International staff in Tanzania

4.     Scope of work

The consultant will be responsible for the following:

  1. Lead and provide expert input on workshop sessions in M&E.
  2. To facilitate in the design, preparation and facilitation of the breakout meetings and focus group discussions, etc.
  3. To facilitate the drafting of workshop agenda to ensure the accomplishment of the overall objectives.
  4. To continuously gauge and solicit feedback from participants formally and informally.
  5. To assist in detailed feedback and edit draft workshop report, including lessons learnt and outputs.
  6. To provide advice and perform other tasks as required to support the workshop

5.     Main deliverables

The consultant is expected to provide the following deliverables:

  1. Pre-training: Draft, submit, revise (if necessary), and finalise the design, substantive material and method of the training including pre-and post-training questionnaire;
  2. Facilitating the workshop.
  3. Post-training: Following up from the workshop (with Wetlands International) and recording the conclusions including Action Plans.

6.     Outputs

  1. Workshop Programme based on participatory methodology
  2. Detailed guidelines and expectations for all participants
  3. Successful facilitation of the workshop
  4. Technical advice and support to participants during the workshop
  5. Detailed feedback on the whole workshop final report

7.    Timeframe

The full task is expected to take a total of 15 working days in May 2021

8.     Qualifications

  1. Education: University degree (statistics, Environment, social sciences, development economics or a related discipline);
  2. Minimum Seven (7) years of experience in Monitoring & Evaluation in the Development / Environment and Conservation sector of which at least two (2) years at the coordination level;
  3. Proven technical skills in Monitoring, Evaluation, Accountability and Learning, including experience with complex programmes and experience in collecting and analysing qualitative and quantitative data;
  4. Strong skills in developing monitoring plans, data collection, information management, use of databases, analysis and performance monitoring;
  5. Excellent facilitation skills;
  6. Strong planning, organisational and interpersonal skills;
  7. Must be fluent in English

9.    Travel

The consultant to take on this task is expected to be in Dar es Salaam for the duration of the workshop. Pre-workshop consultations with relevant stakeholders will be conducted by either in person, email or via calls.
